The city requires a Short Term Lodging Permit for any rental of 30 consecutive days or less, and it caps the whole program at 1,550 active permits, split between residential zones (1,475) and coastal mixed-use zones (75). The Peninsula, Balboa Island, and Corona del Mar hold the bulk of them. Once the cap is full, new applicants join a waitlist with no promised timeline, so a home that already holds a permit is holding something scarce.
